I understand you updated your iPhone to iOS 9 earlier and just now tried to sync it to your computer with iTunes. Although your iPod can still sync as before your iPhone has no sync options.
Do you happen to have iCloud Music Library turned on? That would prevent iTunes syncing.

If you're a member of Apple Music or have an iTunes Match subscription, you have iCloud Music Library turned on. When you have iCloud Music Library turned on, you can't manually manage music. You can still manage videos using the steps below.
