Q: Not all Photos restored - blank thumbnails exist

Upgraded from a 5 that went for a swim to a 6s Plus.  5 was backed up via icloud, used a 4 while i waited for 6s to come out. 

 

Setup new 6s Plus using restore from icloud selection, that seemed to work okay although i did not check status of pictures at that time the restore finished.

 

Next I used AT&T mobile transfer app to transfer recent pics from the 4 I was using to the 6s plus

 

All that seemed to go okay as well and I can access those pictures and videos without issues, and even some of my pics and videos that were restored via my original icloud restore.  However most pics and videos from the icloud restore just show up as blank gray thumbnails for pics, and only the video bar displays for videos.  Clicking on them just opens a larger gray pic/video.  No error messages are displayed, unless I try to share or send via message then it just says an error occurred with the file try again later.

 

Also upgraded to iOS 9.0.1 when it popped up hoping that would fix the issue, it did not.

 

I have tried disabling cloud sharing, location services, etc. in an effort to fix this but nothing seems to help.

 

Has anyone seen this before and do they have a fix?

iPhone 6s Plus, iOS 9.0.1, issue occurred first in 9.0

    I see from your post that the pictures you're restoring from an iCloud backup are not appearing.  While I know this can be frustrating and worrisome, this just indicates the iCloud backup is still restoring the photos.  See below for information on what to do if your iCloud backup is taking a long time to restore:

     

    Restoring my device from an iCloud backup is taking a long time

    Restoring from a backup might take a while because of the size of the backup or the speed of the Wi-Fi network. For example, iCloud can take approximately 1 to 4 hours per gigabyte during a restore process.

    There are several steps you can take:

    • In iOS 8 or later, check the progress of the transfer on your device under Settings > iCloud > Backup. In iOS 7, go to Settings > iCloud > Storage & Backup. If the restore process is underway, the iCloud Backup setting is dimmed.
    • Make sure that your device is connected to the Internet with reliable Wi-Fi. 
    • Make sure that your device is plugged in to a power outlet.
    • Check the Apple progress bar that appears while transferring a backup.
