Apple does not have the ability to remove a lock, that is part of what makes Apple products so secure. If you are the original owner/if it is your Apple ID the phone is tied to then Apple may be able to do something like give you a replacement phone if you have the receipt, but don’t quote me on that.

Any i-Device that is locked can only be accessed by the owner or with the owner’s information (Apple ID, password, security answers, etc).

If I understand your post correctly, you bought an used iPad, but the iPad is asking you for an Apple ID and password. Is that correct? If so, I'm afraid the iPad is activation locked and is useless until the old owner turns off the lock.

My advice is to return it because resellers don't usually hold on to seller's contact info. If you bought it off some guy on the street then it was probably stolen.

iCloud: Activation Lock

You need to contact your local Apple store or a repair center to fix a broken screen. I think a broken screen is $150-$200 to fix, BUT if your iPhone/iPad is activation locked then you will never get past the activation screen without the old owner's iCloud information.

This is what Apple charges, but a repair center might be less.
