Thanks for the question. If I understand correctly, you want to know if Wi-Fi Assist uses cellular data. I would recommend that you read this article, it may be able to help the issue.

With iOS 9, you can use Wi-Fi Assist to switch to cellular when Wi-Fi becomes weak or unreliable.

Nov 25, 2015 11:15 AM in response to ManSinhaby quigleyth,Apple, did you have to bury the toggle switch beneath the list of apps using data? It's either poor UI design or intentionally hiding the feature. Hopefully it's not the latter and you've caved to the cellular providers.
