How about pushed VPN configurations out of Profile Manager?

We have set-up a VPN configuration through Profile Manager. For some reason the relevant "Settings for Everyone" do apply only to the current location. The same settings are deleted from either the Automatic or the 2nd location, when loaded. We had though a case were both locations were able to retain those settings.

Any ideas on what the expected behavior should be?
