What is the model number of your iPad? Settings>General>About>Model.

You may have to scroll to see the entry for Model.

If your iPad is one meant for the Middle Eastern market, FaceTime has been

removed per governmental decree and cannot be installed, even if the iPad

is no longer in a restricted country.

FaceTime has been removed from that model and cannot be

installed on that iPad. Use Skype or similar app for video calls.

you, you should sell the current iPad and buy another that is

not meant for the Middle Eastern market. Otherwise, use one

of the alternative video calling apps.
