Well this is a tough one then. When you repaired the disk, did you boot to the Recovery drive to do so? Same question with the reinstall. Did Disk Utility show any errors or say anything to the effect of, " The disk (your disk name) could not be repaired?"
This issue sounds like it would be fixed by reinstalling the OS unless it is caused by a third party application/start up item. If it is something third party, a Safeboot would block it. Has anything happened recently that may have caused this issue? Dropped the computer, deleted unknown files, downloaded software, etc...?
One really simple reset is the NVRAM. This reset helps with stuck/old caches that could be causing an issue. It can also help if the computer is having trouble with the startup disk it is using. Really simple reset that can fix a lot of strange computer issues. Try it out and let me know.
