Q: How do I "upgrade notes"
I upgraded to iOS 9, and just today I also installed El Capitan. My problem appears when I try to send something from News, safari, etc. to notes like they advertise in the keynotes. When I try, it say "To send to a note, go to notes and upgrade your iCloud account". I'm not sure what I did, or what I did't do, but I can't get this to work.

In Settings->Notes, try setting "Default Account for Siri" to iCloud. I had the same exact problem as you, and I noticed that setting was unset (only iCloud was available but it wasn't checked). I checked it and now I am able to share notes!
