If you are running iOS9 then Settings > Mobile and scroll to the very bottom.

Even upgrading to the new iOS 9.0.2 update bring back WiFi Assist. As Lawrence (from another thread) mentioned, it probably has to do with the lack of 4G LTE support in iPhone 4s - which is why you don't get the WiFi Assist button anymore.

The iPhone 4S does not support Wi-Fi Assist.

Thanks for that. The only 4S i have I use as an iPod so never bother updating it. Again, thanks for the correction.

Since you're using your 4S as an iPod, I imagine using cellular data is not really important to you on that iPhone anyway.

No. I don't even use WiFi on it as it is simply a listening device. I keep it on AirAeroplane Mode.
