The email templates for sending photos seems to be missing.
The email template for sending photos from iPhoto seems to be missing. I have used it before.

Which version of iPhoto and MacOS X are you using?
iPhoto '11, version 9.6.1 has still the templates, when you click the Share button and select "Mail":
If you want to use the templates, the Preferences in iPhoto > Preferences > General should be set to "Email Photos using iPhoto".
