Can't download El Capitan, or FCP 10.2.2

It just has the spinning pinwheel, forever. Never starts to download. It may be worth noting that I am having the same issue updating to Final Cut Pro 10.2.2

Same thing happens there as well. I have tried some things from from another discussion, but they did not help either one.

I deleted the following, emptied trash, restarted, nothing but spinwheel.

~/Library/Cookies/com.apple.appstore.cookies

~/Library/Preferences/com.apple.appstore.plist

Other apps have updated fine. Just having an issue with these two for some reason. Any help would be appreciated, thanks.
