How to convert TXT to XML

Posted a thread recently on alike topic tied up with re-importing playlists back to iTunes (version 10.6.3). Not knowing much about formats for saving them properly I clicked Save just with the default txt format being prompted. Changing the extension to xml resulted in nothing, as these two files have different structure, so I need to convert txt to xml in some other way. I heard it's possible when writing Perl script or something. I would like to know exact steps to achieve this.

Well, obviously this is doable. You might google around and see if someone has written a script for it already. The problem is that the iTunes XML is fairly complex, so extracting the data from the text file and rebuilding it as XML is a non-trivial task. You would (frankly) find it quicker and easier to rebuild the playlists by hand in iTunes than to write and test such a script.
