I Cannot Backup my iPhone 5s to iCloud since upgrading to IOS 9.02

I Can No longer Backup my iPhone 5s to iCloud since upgrading to IOS 9 on Sept. 30, 2015.

The iCloud Backup continues to fail and I get an error message in:

Settings>iCloud>iCloud Backup on my iPhone 5s that states as follows:

“The last backup could not be completed.”

NOTE: The Last Backup: Yesterday at 11:40 AM (Yesterday at 11:40 AM was Wednesday Sept. 30, 2015)

iCloud Backup is Turned On & Plugged into my Windows PC as I’ve always done when backing up my iPhone to iCloud.

But iCloud Backup is NOT Operating after downloading & installing IOS 9.02 on Wednesday September 30, 2015.

I have same identical issue on both my iPhone 6 and my ipod touch (iCloud backups) ever since updating to IOS9.0
The ios9.0.02 was somehow supposed to address part of this issue but I can still not do iCloud backups on either device since 9/20/15.

Had two separate Apple Tech chat sessions - no help at all.

They set me up with "Apple Genius" at Apple store and he too was clueless on cause after resetting my phone and getting nowhere....so much for "Apple Genii". Never ever had problems on either device with ios 8.4 but ios 9.0 and on screed up ability to do Iclod backups on both devices. I have resorted to iTunes backups as suggested by "Apple Genius". So much for Apple Support..nobody has a clue on cause other than "maybe it's an ios update issue"...
