Upgraded my 4s to iOS9 and now I cannot make or receive telephone calls, help!

I Upgraded to iOS 9.0.2 on my iPhone 4s and now I cannot make or receive any calls. When I make a call, the phone attempts to call but then immediately ends the attempt. All incoming calls go directly to my voicemail. Is there a certain setting I need to switch "on" or "off" so that I can make/receive calls again?

try to reset all settings

if that doesnt work

go to settings and make sure cellular data is enabled.

go to settings>general>about and hang around this page for a minute. see if there is a carrier settings update available

iOS: Updating your carrier settings - Apple Support

if not, go to your carrier and see if you can get a new sim car, inserting a new sim card will redownload the carrier settings update
