Oct 1, 2015 4:34 PM in response to Evster87by Carolyn Samit,That's not happening on Safari 9 and El Capitan v10.11 on my Mac. You may have a plugin or extension installed that's not compatible with Safari 9 and El Capitan v10.11.
From the Safari menu bar click Safari > Preferences then select the Extensions tab. Turn that OFF, quit and relaunch Safari to test. If that helped, turn one extension on then quit and relaunch Safari to test until you find the incompatible extension then click uninstall.
If it's not an extensions issue, try troubleshooting third party plug-ins.
Back to Safari > Preferences. This time select the Security tab. Deselect: Allow all other plug-ins. Quit and relaunch Safari to test.
If that made a difference, instructions for troubleshooting plugins here.

Oct 5, 2015 5:36 AM in response to Evster87by pinkstones,I believe it's a permanent feature of Safari when in full screen now. I haven't read or seen anything that talks about how it might be disabled.

Oct 7, 2015 8:41 AM in response to Evster87by Nic062,Hello,
I have found an "solution"
Just put your dock on the left side and the problem was resolved.
But PLEASE send your feedback here : http://www.apple.com/feedback/safari.html

Oct 12, 2015 11:53 AM in response to Nic062by S&G,This does not stop the sidebar. Also someone comments it only happens when Safari is full screen. Not so for my system. Retina iMac, OS10.11.

Oct 13, 2015 7:38 PM in response to Evster87by celcias,Just keep using Safari in fullscreen with the dock set to the left side in System Preferences. Enter this command in Terminal without quotes: "defaults write com.apple.Dock autohide-delay -float 1000 && killall Dock"
This will fix the issue.
Note: the dock will need the "Mission Control four finger swipe up" to show/hide it.
To make things back the way they were, enter this in Terminal: "defaults delete com.apple.Dock autohide-delay && killall Dock"

18 November 2015, nothing's changed. What can we do to push Apple letting us disable this feature? it's just driving me crazy. Thanks.

Nov 19, 2015 6:25 AM in response to roberto_simoesby Eric Root,Apple doesn’t routinely monitor the discussions. These are mostly user to user discussions.
Send Apple feedback. They won't answer, but at least will know there is a problem. If enough people send feedback, it may get the problem solved sooner.

Nov 19, 2015 6:26 AM in response to roberto_simoesby pinkstones,Apple doesn't read these boards. This is strictly user-to-user interaction. If you have a problem with one or more features of OS X, including Safari, leave them feedback. They won't respond, but if enough people all complain about the same thing, in a future update it might be changed.
