Can't connect to Apple Software Update server (despite getting my phone updated to ios9 on the same internet connection.)

I don't find any recent or past solutions that are for Windows on this.

Win 7

I loaded iTunes 12.2.

Plugged in my iPhone.

Got my ios9 update.

But I didn't (and couldn't) get iTunes 12.3 because of server error.

I can go to the iTunes store on 12.2 and I can access the internet and my internet setting are what Apple specifies for the update.

Can't access update server.
