Since I updated to iOS 9 (and now iOS 9.0.2), my iPhone will frequently not vibrate when on silent. I feel like I remember this happening all the time way back when I had iPhone 3G. I've double-checked my settings to ensure that it is set to vibrate on silent. I'm missing important pages/texts because it just doesn't vibrate. Come on, Apple!

from the manual are restart, reset, restore
Follow the 3R's- if a restart does not solve your problem proceed
User troubleshooting
1.restart, ie power off/on,
2. reset http://support.apple.com/kb/HT1430,
3. restore from backup, restore as new device. http://support.apple.com/kb/HT1414
I found the answer on another forum, and it actually worked without a reset! I have the iPhone 6 and latest software update (iOS 9.1)
Go to: Settings/Sounds/Ringtone/ (scroll ALLLLL the way up to) Vibration/ Alert (Default) and check mark it. Hope this works for you, too.
