There is a new free app in the Apps folder that was installed with your new operating system. It's called Photos. Some folks don't like it. Some folks are upset that for them it is less sophisticated than iPhoto or Aperture. But Photos is the future of photos with Apple right now.
It is a companion to the Photos app that is part of iOS on iPhones, iPads and iPods.

After starting photo and paying for cloud service I'm now told that my 7000 photos and documents are not accessible.
I'm ok with apple squeezing more money out of me but for Christs sake at least let me access the pictures.
And not only that I'm paying for cloud service on pictures that I can't see. SMH

If "Photos" is the new app and it replaces the older IPhotos, I wish I had not upgraded as this was an app I actually used a lot. The new app, Photos, is nowhere near as good! It's all getting so confusing. We get used to using an app and boom, they go and change it for an update that has less features. The new "Photos" will not sync with my Facebook account and I have tried everything to fix it. I am back to using the old route of uploading from Facebook from the "Finder" menu. Previous version of IPhoto made it so easy to upload to FB and to make some nice edits etc. new app just does not cut it... very poor job on this Apple!

Reading and then posting in the iPhotos forum would better serve you.

If you launch the new Photos program it will migrate your iPhtoo library so you can use it with Phtoos
and if you want to use iPhoto until some update breaks it, it works fine too (you do need the current version 9.6.1 - if you so not keep your software up to date see this tip and note that it should work again since iPhoto 9.6.1 is back in the App store)

If you have made a backup (I always suggest a perfect bootable clone, such as with Carbon Copy Cloner), you should be able to 'roll back'. If you are stuck in El Capitan, we'll have to come up with another answer.

Would it help to Hide your purchase?
Quoting from the AppStore help:

- Hide a purchased app in the Purchases list: Hold down the Control key, click the app, then choose Hide Purchase.
- View hidden apps: In the Account Information window, click Manage (to the right of Hidden Items). In the window that appears, click Unhide for apps that you want to appear in the Purchases list. When you’re finished, click Done. >>
Instead of holding down the Ctrl key, it suffices to press the right mousebutton and choose Hide Purchase.

It would be better to get the iPhoto Update or Aperture update installed, while they are still available, for several reasons:
- You may need to troubleshoot your current photo libraries by repairing them in iPhoto or Aperture, if Photos should have problems to migrate them to the new format.
- You may want to merge libraries, before migrating them. Photos cannot do that.
- And you may want to be able to open the libraries again in iPhoto or Aperture, if you need access to items and metadata that cannot be migrated to Photos. For example, your books or calendars will only migrate poorly, if at all, because the templates changed. Not all metadata tags will be shown in Photos. Not all smart albums can be recreated, see: How Photos handles content and metadata from iPhoto and Aperture - Apple Support
Install the updates and keep iPhoto or Aperture around, until you are satisfied that your libraries migrated well.
Barney's User Tip explains how update by reinstalling: Can't Update iPhoto because it is not available in the App Store (Larry linked already to this User tip).
