Q: where can i download the apple configurator utility for pc

i need to bypass creating a pin on initial setup of an ipad2 because the screen got damaged im stuck on the creat a passcode screen because the keyboard isnt responding to my touch. i cant find the download link anywhere compatible with windows 10.

Apple Configurator has never been a download for Windows. You 'purchase' it via the App Store which is a mac-only app.

Perhaps you mean the iPhone Configuration Utility instead? There does not appear to be a download for this anymore on Apple's website but I did find a link for it here:
