I have just bought iPhone 6s 64gb to replace previous 5s 32gb. Set was successful but new 6s has no photographs from iCloud. iCloud is correctly showing 3.3gb of photos. How can I fix this problem.
IF you updated to iOS 9.0.2 like me that might be the issue. As soon as I did I was left with 95 out of over 1000 photos. They still apear on my other devices running 9.0.1
D-13. Thank you for response. Unfortunately it appears our problems are not quite the same in that my case arose after setting up new 6s, before I updated to 9.0.1 and 9.0.2. Never the less we both have the same result requiring a solution.
MY issue with the photo library has corrected itself. I disabled the re enabled the photo library under photo and camera settings. It was not an immediate fix however and took several hours for it to begin syncing properly.

iCloud>storage>manage storage>backup
ok so you meant photos from your backup are missing not from the icloud photo library? when you set up your phone didnyou restore from a previous backup? If so and you had previously not enabled iCloud Photo Library my early suggestion never woukd have worked anyway.
