How Do You Contact Apple Support About iOS9 Issues ?

I am unable to contact Apple Support over the phone as they require apple care. I have an issue with iOS 9 on my iPad, everything has disappeared, and need assistance as nothing is in the cloud anymore. The nearest Apple store is 50 miles away. Are there any other methods of contact ?
