On iTunes 12.3.0.44, I am unable to sync music to my iPhone 6s. I have the device plugged into my Mac, running OsX El Capitan, yet I am met with no option to 'sync entire/selected playlists' onto my device.

That screen implies that you are using Apple Music and iCloud Music on your phone, so your music is now available in the cloud for direct download on it. If you don't want to use Apple / iCloud Music on your phone then you can turn it off via on it vi: Settings > Music
