can i restore my ipad to lower ios version
my upgraded my ipad to ios9.0 and since then the games are slow and lagging. can i downgrade the ios back to ios 8.4.1?

No. There is no way to downgrade iOS versions.
You can try a few troubleshooting steps if you have not done so.
