I don't know if it's a Software issue, if you installed El Capitan, over Yosemite, over Mavericks, etc.
Maybe a Clean Install of El Capitan would resolve the issue.
But if the problem is related to your iCloud Account, then it's another story.
Maybe time will make your iCloud account works.

It turned out that the problem I had was not with El Capitan but with the Kaspersky virus software I was running. Kaspersky was blocking it because it seemed "new" to it. I turned off Kaspersky, logged in to iCloud without a problem and then turned Kaspersky back on. Working fine now! Good luck.
