Just updated to iOS 9.0.2. Whole bunch of apps no longer work

iPhone 4S, iOS 9.0.2
Which specific apps and define "no longer work." Also, which basic troubleshooting steps did oil take?

Rdio, axe currency converter, Toronto sun, CBC apps, mahjong, YouTube, Eurosport, TD Canada, Apple Store, won't even open. Icons are blacked out. Tried rebooting the device. Tried to reload apps from list of purchased apps. No luck.
If this phone was never jailbroken at any time, try these steps as needed:
1. Update all apps to versions compatible with iOS 9
2. Reset phone (no data loss): press both the home and lock buttons for at least 10 seconds, releasing as soon as the Apple logo appears
3. Reset settings: Settings > General > Reset > Reset All Settings
4. Restore to factory settings: Use iTunes to restore your iOS device to factory settings
