iOS Photos 9.01 shows an "All photos" album in each of its folder?

After upgrading my iPhone and iPad to iOS 9.0.2 I decided to bite the bullet and create a dozen top level Folders in Photos Mac (Yosemite 10.10.5) to organized about 150 albums. iCloud eventually synched the folders, but now on iPhone, each folder start with an "All photos" album which shows every photo in the Library). Photos on my Mac does not show this spurious "All photos" albumn in each folder


1) Does anyone else see this problem?


2) Any end user way to correct it?


3) Where - specifically - should I report this to Apple?


Folders and iOS photos seem pretty flaky in general. The presentation order of folders (or albumns) seems pretty random, sometimes looks like creation dated, sometimes alpha by title, sometimes reverse alpha by title. A pretty bad mess.
