Chat has a timer showing
My chat box sometimes has a 0:00 entry on it

Sorry... what "chat box" are you talking about? There is no "chat" app on the iPhone. Are you talking about a 3rd party app from the app store?

SOrry. I mean the messages . Sometimes the typing box has a blue area over it and it displays 0:00 like a timer
I was able to remove this by selecting the microphone icon (to the right of the message entry box) and hold for a period (3 +/- secs). It recorded. Select the up arrow that displays during the record, this uploaded and the timer box was no longer displayed.
No message was sent to the recipient.
There may be a better/formal way to turn this off, but these steps worked for me.
A significant number of people are having that problem since iOS 9. One solution (at least a temporary one) is to quit Messages and then double-click the Home button to open the app switcher. In the app switcher find the Messages app and slide it up to remove it. Then close app switcher by clicking the Home button. That should solve the problem -- for a while at least.
Other solutions that are working for some (at least temporarily) include: restarting the phone, or going to Settings > Messages and toggle either the Show Subject Field or Character Count setting or turn Raise to Listen off.
