iOS 9 Reminders scheduling bug

Since upgrading to iOS9 (9.02), reminders are not scheduled correctly. Upon selecting the date for a reminder, the app saves the reminder before I can set the desired time. I then have to edit the reminder to set the desired time. This is a bug. It worked fine before the update. Is anyone else experiencing this? Solution?
