Q: ringtones not on phone after factory reset. how do you add them without doing a backup?

I needed to do a factory reset of my phone, as there was a bug saved somewhere in my backup in the software. All issues have been solved now, yet my ringtones I purchased are not showing up on my phone. I realize there is some setting I need to change or download them somehow, but I do not know what to do.

How do I get my purchased ringtones to sync with the "new" phone?

iPhone 4S, iOS 6.1.3

Ringtones actually can not be re-downloaded from your purchases. Some purchases such as ringtones and audiobooks are "one-time downloads".

The only way to get these ringtones back would be if you synced your previous iPhone with iTunes on your computer. This would have saved a copy of the ringtones in iTunes. If you did this, you can sync your new iPhone with that same iTunes library to transfer the ringtones back.

    Restore your tones using iTunes

If your tones appear in the Tones view of your iTunes library on your Mac or PC, you can sync them back to your iPhone, iPad, or iPod touch. Make sure that you have the latest version of iTunes, then follow the steps below.

    1. Connect your iPhone, iPad, or iPod touch to your computer.
    2. Locate and click on your device.
    3. In the left-hand sidebar, under Settings, click Tones.
    4. Make sure that the box next to Sync Tones is checked.
    5. Click Sync to sync your tones back to your device.

**If you did not sync your previous iPhone and save your ringtones to iTunes, you will want to reach out to iTunes Store Support and see if they can provide any assistance.
