When using 3D Touch, why do all the icons begin to shake when I press on one.p
Just got a new 6s but 3D Touch doesn't seem to want to pop open apps or folders. Instead, the icons all begin to jiggle as if I want to delete them.

You are not pressing hard enough. Press real hard immediately and the app opens to exhibit your favorites. Press lightly for too long, and you get the jiggle to move and delete apps. 3D touch only works on the Apple built in apps right now.
