I get the same message. I received the following message on my iPad: "http://winner.com-selected.com Congratulations! Your Apple device was selected because we need more testers for the new iPhone 7 Press OK to participate and receive a free iPhone 6 OK" My internet freezes up and I can not get rid of it. How can I delete this?

I went to Settings/Safari and then pressed the "Clear History and Website Data" button. This freed up Safari. Of course you then have to reload anything you might have bookmarked in Safari. Just to err on the side of caution, I have also changed my Apple password.
Reset Safari, this will resolve the issue. Please do not skip any of the following steps:
Close Safari completely from the multitasking window by double clicking the Home button and swiping up the Safari preview pane until it disappears from the screen. You may have to look for the Safari pane by scrawling to the left as there may be other panes there from other apps. Then go to Settings > Safari > Clear History and Website Data. Then do a forced restart. Hold down the Home and Wake/Sleep buttons at the same time for about 15-20 seconds until the Apple logo appears. Ignore the "Slide to power off" text if it comes up. You will not lose anything.
I used this to get rid of the same problem, but I had to add one more step before it went away. I had been using the Drudge Report from a bookmark saved on my iPhone. I followed these directions, but the problem still happened. I then deleted that bookmark and opened the Drudge Report in a new window; the problem has not come back.

I had the same problem and thought it was a virus but the tech person at Apple says no. My screens were all jumbled and flashing like malware!
I purchased extra storage to save my babys photos but all have not downloaded to Icloud, waiting to hear back from Apple.
They want me to reset my phone now but I hate doing that. Ugh!
