Not all apps allow Split View.

Nov 30, 2015 3:09 AM in response to karalopezby actionmarker,Spilt View is limited by the minimum width of an application's window when in standard view. If two app takes up more than the full width of the your display when you resize each application window to their minimum width, then they will not be able to be shared in Split View.
So in screenshot, iTunes is taking up around two thirds of your screen. the only apps that will be able to share the space with this app will be app that can have a minimum width of about one third of the screen.
for example, On my 15" Retina MBP, It can fit iTunes and Messages next each other.
