restoring a backup from itunes that has Find my iphone turned off?
Suppose , if i'm restoring a backup from itunes that has ( Find my iphone turned off) , Would i be still able to restore and erase it without Apple id password ?

You have to disable FindMyiPhone on the device before you can restore it from a backup.
If the backup was generated when FindMyiPhone was inactive there shouldn't be a problem.
If FindMyiPhone was active then it is likely to be restored in an active state.
See iforgot and reclaim your AppleID. If you have bought a phone locked to someone else's AppleID you need them to release it for you.
