after installing el capitan cookies are not being blocked in Safari

since installing el Capitan and Safari 9.0 cookies are being allowed despite my settings saying only for current website. lots of spurious cookies are being allowed.

Any ideas how to stop this?

MacBook Pro (13-inch Mid 2012), OS X El Capitan (10.11)
