Private Browsing is a feature of Safari. You can not disable the ability to use that feature.

You could disable Safari in Restrictions and install a different browser, but I'm not aware of any off hand that do not contain the equivalent of 'private browsing'.

Hi
If this is an App you have got just hold your finger on it until it shakes then delete
If its in Safari you cannot delete .
