Odd issue with grey "static" bar along top of display!

Since I have updated to to iOS9 (now 0.2) I have been consistently having this issue with the touch screen not working while this "grey static like bar" appears along the top of the display. Almost as if it is getting stuck in opening a new screen. It will leave the phone unable to access any features, from the phone, text, app opening, etc. It can be resolved sometimes by hitting the home button, taking it in and out of sleep mode or double tapping the home button. But in some cases I just have to reset the phone or simply leave it alone for a period of time for it to work again.

I have tried the following without any change:

Reset all setings

Erase all content and settings

Reset network settings

Someone please help or at least tell me you have seen this before!

Thank you.

After i had updated my iphone 6 plus to the new IOS i ended up with tons of problems, the touch screen started not working and i could not use my phone, i also had the same bars on top, took the phone into the apple store and they replaced the screen for me and said that it should be ok about two days later it started again and the grey bars got bigger and bigger, my phone also started doing whatever it wanted to do like call people and text people so i took it back in tonight and showed them again, they replaced my phone ( still under warranty ) she told me that when you see it its like the blue screen of death and it needs to be replaced, i would take it into the store and talk to them about it you might need a new phone
