Why does iPhoto need to be upgraded?

I have a consistant App store note that iPhoto needs and upgrade. When I purchased this computer, it had iPhoto, but I immediately did an OS upgrade that installed Photos, so iPhoto never had any pictures in it at all. Why would I need that upgrade? Can I turn off the notification?
