Windows 10: iCloud verification never completes

In trying to setup iCloud on my Windows 10 OS I'm unable to pass the verification step. I receive and input the 4-digit code into the window and it shows that it is now "verifying" but won't complete verification, it simply hangs there indefinitely. I've cleard a path through my firewall for Apple services and have verified that I can log in to my iCloud account via the web.

Solutions I've tried:

Rebooted

Re-installed

Disabled Firewall

Attempted and failed to login with a different iCloud account

Let verification try over night

Anyone else encounter this issue?
