Restore?
Recovery mode?
Have you made an appointment at the genius bar?
Have you tried charging it?
May I ask you something I have tried my best to sort the problem out now I
can't even open Safari anymore I am not sure if my daughter have messed
everything up. I think I need AppleCare? My Restrictions is a mess I don't
know how to sort it, I have men aged to do the Pasdcode and couple of
little thinks but now I think my iPhone is done

If you cannot restore then try this:
If you can't update or restore your iPhone, iPad, or iPod ...
Otherwise go to whomever provides iPhone service on your country.
