I just upgraded to El Capitan. I already had Snapheal Pro on my Mac but it does not appear to be available for use as an editing extension in Photos. When I go to System Preferences->Extensions, I do not see anything listed under my Photos extensions and instead see a note that Photo extensions are not enabled. Has anyone else had this problem with Snapheal, or any of the other MacPhun apps?

check in the app store you may need an update for it to work with El Captain and Photos extensions - if that is not it contact the author for suppport

Which version of Snapheal do you have? You need thelatest update, version 2.8.
After updating run it at least once. The first run will install the new app extension.
Then you should be able to enable it in the System Preferences > Extensions> Photos .
Okay, that was the problem. I was using Snapheal Pro 1.4 which I thought (because it had "Pro" in the name) would do the trick. Thanks for your help.

How did you get Affinity Retouching in your Photos Extensions? I could not find this on the App Store.
That requires to have bought Affinity Photos. If you own Affinity Photos (and keep it installed) you can install Affinity Photos Beta from the Affinity website.
