i can't install IOS 9 on my iphone4 by using USB cable

iPhone 4, iOS 7.1.2, i want to install IOS 9.1.2

That is because the iPhone 4 will not support iOS 9. iOS 7.1.2 is the latest iOS the iPhone 4 can use.

Correct. In fact, you cannot install iOS 9 on any iPhone 4 by any method, as the iPhone 4 does not support ios9.
