I have a mac mini, running ios10.9.5. I'd like to upgrade the operating system. Can I get Yosemite? Is Yosemite available? Should I install El Capitan?

No. Just go the Mac App Store and download ElnCapitan. Make sure you backup before upgrading. A bootable clone is good.
In addition, make sure all your apps and attached devices are up to date with
their latest versions and drivers r at the very least are compatible with 10.11.
A few minutes of homework could save a lot of grief later.
I'm currently running 10.9.5. Do I need to install Yosemite before installing El Capitan?
