Ah, perhaps you've already shot it, then. This is tricky, depends on your skills and knowledge as well as your need for realism versus stylization. If you can pull a matte of the sections of the scene you want to illuminate, you can apply a luminance boost filter to the matte, add some blur or glow, and use the blend mode Add to raise the luma. The tricky parts are staying within video spec and not totally obscuring the underlying detail.
Enhanced or dramatic lighting is usually far easier to shoot using practical effects than to fix in post unless you have the effects chops or access to an effects wonk.
Can you post a still image of the shot you're trying to fix?
