Created New User, account shows no applications

I installed El Capitan, then created a managed user (parental controls). When you log into the account, absolutely no Applications (this includes the apps that ship with El Capitan) are available (the directory is empty and no dock shows).


I have tried turning off parental controls, disabling csrutil, disk first aid. Nothing seems to work. Note that I can see and use all apps if I log in as "Guest".

MacBook Air, Mac OS X (10.7.5)
