30 days until deleted

I am trying to delete all my photos on my iPhone, iPad and Mac, I have disabled icloud on all of them. I tried to delete my photos on iCloud.com but the trash icon is "greyed" out, so I'm guessing they are deleted. So my question is, if the photos are being held for 30 days after being deleted, do I have to wait 30 days to reload my back up copy of all my photos into the Photos app and iCloud? I also deleted all my photos in the Photos app, but in Finder it still shows the Photos folder with 30 gigs of photos. Should I move that file to the trash?
