iPhone5 - 9.0.2 installed, 600 photos missing, backup update fails??

Today, I did the 9.0.2 iOs update. Suddenly, 600+ photos vanished from my phone, but my icloud settings listed that they were all in the icloud. After an hour of trying to get them back to my phone, I gave up and reset my phone via Apple's instruction page. When I went to restore from the cloud (twice, trying 2 different updates), I get to the point where my icons start to load and I get an error stating that the process cannot be completed because settings and apps failed to load. My photos are back, but my phone is running horribly slow, so many of my apps are missing and I get an error every time I check to see if my software is up to date. I'm stumped!
