iTunes eror message: iTunes can not Syn photos to iPhone because your Photo Library is not yet available, please try later

anyone encountering this error message after i upgrade my iMac to latest El Captain and iPhone at IOS9.02? senior support analyst from apple has ask me to turn on and off (once) the Photo library on iMac as not the default system photo library and that worked once... then, i tried to re-sync the iPhone and get same message. will call support again. but the latest El Captain combination seems to be buggy.
