Access to photo library

I accidentally said "dont allow" to instagram about enabling access to photo library, and now it will not allow me to change it!

i have tried every single method on the internet, no help.

first i tried Settings-> privacy-> photos, but no apps came up to toggle on and off

next i tried settings-> general-> restrictions-> photos-> allow changes, but no apps showed up either

when i try settings-> instagram, camera comes up to toggle but not photo library.

nothing is working. I have ios9, so all of the old methods do not work anymore.

i cannot jailbreak my phone because of a contract.

any fixes?
