iMessage isn't connecting.. Keep getting text messages from SYS ALERT saying "transaction failed- insufficient funds

MY iMessage hasn't been working for months! I tried turning it in and on again a while ago.. But I just kept getting spammed with messages from SYS-ALERT Saying "Transaction Failed - Insufficient funds". I wanted to add my phone number as my send/receive address too! It doesn't work.. It only lets me add email. I don't want pay for credit as I'm currently studying and am broke. I don't get why I need to pay when it's running off my wifi?

HAs this happened to anyone else? I'm so confused ahah!

iPhone 5s, iOS 9.0.2

To activate iMessage, International SMS text plan must be enabled.

Note: iPhone supported carriers do not charge for this (there are some exceptions)

Talk to your carrier about International text plan and if it's provision properly.
