Problem with background App refresh after update to iOS 9.02 (5s)

Why is the settings>general> " Background App Refresh " grayed out ? I can't turn off background refresh for individual apps or the master refresh toggle off. Help

Try this first, a forced restart. Hold down the Home and Wake/Sleep buttons at the same time for about 15-20 seconds until the Apple logo appears. Ignore the "Slide to power off" text if it comes up. You will not lose anything.

If that does not work go to Settings > General > Restrictions > and make sure Installing Apps is allowed (green).
